1892 - 1896 Murphy James Foster, the 31st and 32nd Governor of Louisiana, died in 1921. He is buried in Franklin Cemetery in Franklin, Louisiana. He was an attorney, three term State Senator, two term Governor, two term U.S. Senator and Collector for the Port of New Orleans during his career. He passed the bar after receiving a law degree from Louisiana University (Tulane University) in 1871 and began a law practice in Franklin. He was a state senator before becoming governor from 1892-1900 and then a U.S. Senator from 1901-1913. He became Customs House Inspector in New Orleans after serving as a U.S. Senator for twelve years. Governor Foster and former Governor Nicholls, worked together to finally abolish the infamous Louisiana Lottery Co., which was driven from the state during his administration. Murphy Foster's wife, Florence Daisy Hine, died on January 26, 1877, before she was 19 years old. They were married only 3 months before her death. She is buried in Franklin Cemetery with the Hine family. In 1881, Murphy Foster married Rose Ruth Ker. They had ten children, including Murphy James Foster, Jr., the father of Mike Foster. Governor Mike Foster was also a two term governor, serving from 1996-2004. |

Under a large oak tree is the Murphy J. Foster, Sr. family site. The governor's grave is nearest the tree, and adjacent, is his wife Rose Ker Foster.
